I'm also in Tulsa, though not for a lot longer, unfortunately.
I know there are multiple places in the area that do offer assistance to displaced people's pets - for instance, the Catnip Cottage can take in a kitty or two for women who are sheltered in the DVIS system (who aren't able to keep their kitties in the shelter). Catnip Cottage is affiliated with StreetCats, and I think there's a dog version of StreetCats. That might be a place to start?
